6.4 States with no mandatory net metering
- Texas: depends entirely on your Retail Electric Provider (REP). In the Oncor service area, buyback is around $0.037/kWh — only about 1/5 of retail. Austin Energy (municipal) and CPS Energy (San Antonio) offer reasonably good 1:1 billing. In Dallas / Houston (private REP zones), 1:1 is essentially unavailable — battery and self-consumption are mandatory.
- Florida: as of 2026, still full retail net metering for systems ≤2 MW, but state law allows utilities to petition for rate reductions once solar penetration crosses 6.5%. Florida is still a golden window for residential solar, but watch the trend line.
