Chapter 6 · Solar Policy Outside NEM 3.0 States
6.5 State-by-state action notes
| State | Strategy |
|---|---|
| California | NEM 3.0 + large battery + Non-export |
| New York, New Jersey, Massachusetts, Maryland | Battery isn't strictly required, but model the SREC / SMART subsidies carefully |
| Texas | Battery is mandatory; verify the REP's buyback rate; in Oncor / CenterPoint zones, don't try to monetize exports |
| Florida | Still works as "no battery, pure grid-tied" today, but recommend a mid-size battery (10–13 kWh) for hurricane outages |
| Arizona, Nevada | NEM 3.0-style approach; battery is critical |
With the federal 30% credit gone (2026+), state-level incentives become much more important. Stacking state + local + utility incentives in places like NJ / MA / NY can still recover the equivalent of 30%–50% of system cost. Look up specific programs in the DSIRE database (dsireusa.org).
